Why do the same teams always play each other in the preseason?

I just saw the preseason schedule for my Seahawks, and we are playing the Chargers, Vikings, Broncos and Raiders. Again. Every year it is always the AFC West or the NFC North, and you can bet your bottom dollar that the Raiders will be in there. Why? Why must I always watch the same teams over and over again?
