Can this graphics card run Rift max?

Not a chance. You could run it at moderate settings, but not even close to max. You'd need to spend serious money on a video card for that. Topping out Rift requires a top of the line card, which means $350+. A $200 card like the Radeon 6870 or GTX 560 Ti can run it at high settings, but not max.
